Can I be refused work because I do not drive?

Assuming you are in the u.s., there is no general law prohibiting "workplace discrimination." There is a law that prohibits an employer in interstate commerce from making decisions based on race, gender, religion or national origin. There is no law prohibiting discrimination based on ability to get to work on short notice.
